Birmingham test centres among the most difficult places to pass your driving test

Birmingham learner drivers are facing some of the most challenging driving test conditions in the country, with new DVSA data showing the city's test centres recording pass rates well below the national average across both practical and theory tests.
Yellowhite, analysed the data from 359 driving test sites and 253 theory test sites covering nearly 20 million attempts, which showed that where an applicant takes the test makes a huge difference to their chances of passing.
The statistics show that across Birmingham's test centres, learners face a tougher challenge than in more rural areas, where pass rates can exceed 80%.
Five-Year Performance: Birmingham's Most Challenging Test Centres
| Test Centre | 5-Year Average Pass Rate |
| The Pavilion | 28.9% |
| South Yardley | 37.7% |
| Kingstanding | 38.5% |
| Sutton Coldfield | 38.9% |
| Garretts Green | 40.7% |
| Kings Heath | 42.8% |
| Cocks Moors Woods | 42.8% |
| Wyndley | 45.9% |
| Shirley | 49.7% |
The Pavilion ranked as the worst place to take your test in Birmingham, with fewer than three in ten candidates successfully passing their practical test over the five-year period.
Theory Test Struggles
Birmingham's challenges go beyond practical tests as the theory test centre recorded a pass rate of only 40.6% in 2023-24, with just 29,736 candidates passing from 73,270 tests conducted.
This shows another hurdle for Birmingham learners, who must pass their theory test before progressing to the practical examination. With theory tests costing £23 each or £49 for unlimited re-tests, and with some people having to wait for up to three months, many people could find themselves spending the money and waiting months with more than a 50% chance of failing.
Gender Gap in Birmingham Test Results
The data revealed a gender disparity in Birmingham's driving test performance. Male candidates achieved a 46.6% pass rate across the city's test centres in 2023-24, compared to 40.2% for female candidates - a gap of 6.4 percentage points in favour of male drivers.
This gender difference was consistent across all Birmingham test centres, with the largest gaps occurring at Birmingham (South Yardley) where males outperformed females by 8.5 percentage points, and Birmingham (Kingstanding) with an 8.0 percentage point difference. Even at Birmingham (Kings Heath), which showed the smallest gender gap, male candidates still achieved a 3.2 percentage point advantage.
National Context
The figures place several Birmingham centres among the most challenging in England. Whilst Birmingham centres don't feature in the UK’s bottom 15, they rank consistently below national averages, particularly when considering the high volume of tests conducted.
By comparison, rural Scottish test centres regularly achieve pass rates above 75%, with some smaller centres seeing success rates exceeding 80%.
The data suggests that city driving conditions, including heavy traffic, complex road layouts, multiple lanes, and challenging junctions, contribute to the increased difficulty faced by Birmingham learners.
In the UK, driving tests cost £62 a time, and the current wait times are stretching out to six months plus. In areas where pass rates are low, learners not only bear the financial burden but also endure six-month waits, all while facing odds where two-thirds of test-takers will fail.
Methodology
The analysis examined official Freedom of Information data from the DVLA on all driving test centres and theory test centres across the UK, covering test attempts from 2019-2021. Data includes total tests conducted, passes achieved, and calculated pass rates for each location.
