Beluga Persian Kitchen and Grill, a restaurant, cafe or canteen at 86 Bristol Street, Birmingham was given the score after assessment on January 26, the Food Standards Agency's website shows.
It means that of Birmingham's 1,732 restaurants, cafes and canteens with ratings, 966 (56%) have ratings of five and just 21 have zero ratings.
